It may be helpul to provide additional configuration options, for example: ignore black frames, report freeze only if accompanied by audio silence.
System may be set tightly to only detect identical frames occurring for a given period (e.g. 5 seconds) .
Decisions if pixels are 'near identical' or not could be based on luminance differences of corresponding pixels of adjacent frames. In practice pixels are very often not exactly identical in freeze frames, e.g. due to encoding after freeze.
